Verizon Still Sand Bagging on FOCs?
Verizon, continues to be slapped with fines by state PUCs and the FCC for sand bagging firm order commitment dates (FOCs). Users should immediately take action on circuit order delays in Verizon territory (before they become real problems). This is especially true when circuits are provisioned through competitive carriers (both CLECs and IXCs). Notifying the FCCs Enforcement Bureau will help them to both identify problems and to stop anti-competitive practices quickly. You can find the FCC enforcement Bureau at:

Regrettably, the fines invoked by the FCC against carriers are not large enough to stop these practices; many carriers consider them an ordinary "cost of business". We believe that reporting the problems will lead Congress to increase fines and penalties, eventually making sand bagging FOCs unprofitable for the ILECs.
